It's the "Ministry of Silly Walks"! It's a Monty Python classic, unless I'm mixing it up with some other wonderfully strange British comedy - either way though - still fabulous.Every government should REALLY have one of these and stop taking themselves so seriously!

I've seen some variations on Silly Walks. My favorite being this one. I guess its kind of a take on The Beatles' Abbey Road cover as well.
